The Nurse Recruiter is responsible for primary leadership of the Recruitment and Retention Program for nursing staff. The Nurse Recruiter is responsible for recruiting all levels of nursing staff and for facilitating the interview and selection process. The Nurse Recruiter will develop and after approval, will implement recruitment marketing plans which include advertising, job fairs, recruitment packages and other internal and external partnerships. The Nurse Recruiter acts as liaison with employment verification and employee referral program. The Nurse Recruiter should be well versed in personnel policies, especially the Nurse Qualification Standards, and applicable regulations. The Nurse Recruiter will coordinate and oversee educational incentive programs. The Nurse Recruiter/Education Specialist will be housed in Nursing Service and report to the Associate Director, Patient Care Services or designee. Tour of duty will primarily be days during the week, however some off tour or week-end hours may occasionally be required.

Duties including but not limited to:

\tManages the recruitment program in a way that optimizes patient care through appropriate recruitment and retention efforts.
\tConsults with services; assists with recruitment and retention of nursing professionals.
\tMaintains fiscal year data on gains and losses as well as declination and turnover rates.
\tGathers and analyzes data to identify current and future recruitment needs.
\tConducts exit interviews with terminating employees, evaluating turnover and identifying retention problems from the data collected. Skill in establishing and maintaining active working relationships with other employees and the public. Skill in researching and analyzing information related to the work assignment. Skill in independently adapting, interpreting, and applying written guidelines, precedents, and standardized work practices to a variety of unprecedented and problematic situations.
\tCollaborates with Nursing Education and other clinical departments regarding orientation or other concerns of newly hired nurses and staff.
\tProvides education to staff and others on the qualification standards and their interpretive guidelines.
\tChairs/serves on medical center committees, including SAIL RN Turnover, Nurses Week and others as needed or delegated.
\tProvides reports outlining recruitment and retention data, activities and outcomes.
\tResponsible for Selection Manager; disseminating appropriate interview documents to nursing leadership.
\tManages the VA Learning Opportunities Residency (VALOR) program.
\tManages the Student Nurse Technician (SNT) program.
\tManages the Employee Incentive Scholarship Program (EISP, NNEI and VANEEP); responsible for disseminating program guidelines, assisting with application process; fund control point management, processing of scholarship payments to participants and or vendors, and monitors progression of participants.

Functional Statement Title: Nurse Recruiter/00000,qualifications:Basic Requirements:

\tUnited States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
\tGraduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
\tCurrent, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: MSN, 3 years recent (within the past 5 years) experience as an RN, clinical/administrative

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

\tNurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
\tNurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
\tNurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
\tNurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
\tNurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.
